Install rooftop public gardens with solar panels on City owned buildings. The plants will reduce the overall heat absorption of the building which then reduces energy consumption. This will encourage local residences, city workers and local business owners to get together. Produce grown can be given to local food banks, schools or community outreach programs. Hydroponic gardens will support water conservation. Solar panels can be added as covered walkways through the gardens. Incentives can be extended to other city buildings to develop rooftop gardens.
