Prioritize Pedestrians and Bicyclists at Intersections

It never made sense to me that pedestrians, bicyclists and turning motorists were all crossing at the same time at a traffic signal. We need to give priority to pedestrians so that they can safely cross before a car turns. In walkable areas, there should be a 'leading pedestrian interval'. Walk phases should be longer, traffic phases should be shorter, left turn signals for motorists should not occur when pedestrians are crossing and right turn on red should not be allowed. The Dutch have an excellent idea with their Dutch intersections!
