If you look at Phoenix and track CRIME#ers/Accidents.. The Avenues win at both. There needs to be less Superblocks and more Nieghborhoods. There should be a complete and separate plan from the i-10 to Peoria Avenue for the Avenues. Addressing streets, crime, traffic, pedestrian crossings, schools etc. The Avenues are a criss crossed area and near center part of the valley... yet, not taking advantage of the location. There are a few bright spots... but too many gaps.
