Library, library, library. Restrooms, ni hablar-- destinations are a moot point without restrooms.

Maps: Ask people to send in "attractions" for their local stops. Dedicate a texting location so they can do it on the fly, maybe after just meeting a local merchant or eating at a local restaurant. Post these attractions on train and at each stop, maybe twice a year. Promote riders, promote stops.
