As demonstrated elsewhere on MyPlanPHX, I'm certainly more in favor of form-based planning code (to an extent) than use-based. However, many businesses require special use permits that require specific distances from schools, churches, etc. As long as such restrictions persist, we should provide maps of the light rail corridor that highlight acceptable special use areas and perhaps even likely clusters of complementary activities. Businesses looking at Phoenix would certainly appreciate it, as would commercial real estate agents and the city's economic development staff.

And if we put all this effort into identifying such areas of opportunity, how about taking it a step further by streamlining and accelerating their use permit application process and relevant plan reviews?
