There's an increasing literature examining the divergent fates of American Light Rail projects. Phoenix's experience has so far been reasonably good, but the system is in danger of not understanding why, and extending itself in failure-making ways. A fundamental reason for many systems' failure-to-date is being assessed as failures to make stops interested to walk away from. It is time to understand why the Roosevelt stop is usually the most active stop on the system after the two terminal stops. Why would you want to get off at most other stops? Why would you want to get off at Roosevelt? If every stop were as interesting as Roosevelt, wouldn't those stops, and the areas around them, become vastly more active?
