Lower Grand Avenue is part of the City of Phoenix's arts overlay, but it does not enjoy the innovations of the new Downtown Code in terms of walkability, flexibility of vacant lot use, etc. Because Grand Avenue is commercial, it should be treated like other downtown commercial areas.
