There are numerous apartment complexes that look like 1963 to 1971... 30 years out of date... for a state that prizes energy efficiency for buildings: These HUGE energy wasters are all over town. What is needed is a connection between ownership groups, the city, federal grants and energy companies: The benefit is saved energy, revitalized neighborhoods, increased property values etc.
