Because Phoenix is so HONKING BIG..honk honk.. not all areas can be addressed the same way. There is a blueprint out there for dead and decaying area's. I included the link. I think several area's fall into this category. ...because Phoenix is more like many cities under one umbrella.. This could be a solution to get those ugly dying decaying areas moving and groving.
