Existing water rights in the City's portfolio should be tied to the existing General Plan. When an applicant proposes changes to the Plan that increase water use, the applicant should provide additional water rights. To the extent that the City has a resource allocation that exceeds the needs of the existing plan, those rights could be reserved for economic development and focused incentives, rather than being consumed on a first-come, first-served basis.
