Low cost ways to expand the economy is all I'm asking for here.

No huge suburban campus footprints for several dozen high priced high maintenance cutting edge science research labs, that give away decades of property taxes as well, not in this suggestion. We've already committed billions for that.

Let's just commit a few million, save a few old buildings, reap the immediate 'buzz', sales tax and property tax benefits. Take a page from Co+Hoots, Seedspot and the like - we still have a few good old buildings to not bulldoze surely?

Here's a glimpse; the cited article links to the 300 page in-depth report available for only $495: "organizations of all sizes are looking to emulate the speed, agility and collaborative nature of nimble startups and are applying resources towards creating environments that enable rapid co-creation between people with a wide array of skills sets. Sometimes this manifests as a co-creation space that has lightning fast multi-media communications systems and other times it manifests as a workshop that has rapid-prototyping machines like 3D printers, placing the right tools in the hands of workers and helping them realize more of their ideas."
