Phoenix is filled with car-focused mega shopping centers with enormous parking lots which doesn't encourage walkability. Instead let's create walkable town centers with a mix of local, regional and national stores (both large and small), restaurants, banks, a grocery store, residential, business and green space with seating. These town centers would incorporate parking, but it wouldn't be the focus and they would have easy access to public transit, bike lanes and main streets and sidewalks, which would mean that pedestrians don't have to walk through a huge parking lot to get to it.
