While I'm not sure about the success of Scottsdale's trolleys or Tempe's Orbit shuttles, I can attest that they appear to be well utilized and offer a certain kind of vitality to the neighborhoods they serve. Why aren't we utilizing such a tool in our local transportation infrastructure to help build on a hub-and-spoke model for transit?
