In the late 1980's thre was an idea to cool and shade civic plaza in downtown Phoenix with a giant cooling tower. It actually gained traction but never came to fruition. I believe several large scale cooling towers around the downtown core along with shade structures (think Fremont Experience in Las Vegas) could actually cool downtown while adding incredible interest.
