Phoenix should encourage green transportation by encouraging the many small private parking lots around town to install EIGHT bike lockers in ONE car parking spot. This helps with congestion, encourages planet-friendly transportation and doesn't have to cost the private parking lots any revenue.

Phoenix can subsidize the initial costs of the lockers for the owners while using the outside of the lockers to advertise. The owners can charge what they normally charge for a day use locker divided by 8. As the idea becomes more popular and the lockers are filled regularly the owner of the spot can begin to repay the cost of the locker. The lockers could be day use or monthly rentals.
