To provide a pleasant walking experience for people transferring from Union Station[1] to the light rail, turn 4th Avenue into a pedestrian mall (car-free zone). Rip out the asphalt and replace it with some kind of cool pavement, add landscaping and trees (lots of trees) for shade, and add some fountains and sculptures for ambiance and places to sit. Maybe even build a miniature river down the center, with bridges or walkways so people can get across. The water features should use reclaimed water, so also put in some dog watering stations with drinkable water. Put in a clock somewhere with quarter hourly chimes. Make it a Farmer's Market on one or more days of the week. And put up a big tree and string lights along the path at Christmas.
