... or get APS to accept smaller easements in downtown. Above-ground power lines are a particular problem in Downtown Phoenix where they hamper development because developers usually need to bury the power lines, but they often prove too costly for the economics of the project. And in cases where the cost of burying power lines is impossible for a developer, but they can still make the project work with design changes, we end up with sub-optimal developments. Oh, and they also prevent us from doing something near those power lines that Downtown needs so badly: planting trees! So City of Phoenix, bring APS to the table and bury those downtown power lines. Or get APS to accept significantly smaller easements.
