There are many complimentary businesses that can be located in close proximity to each to take advantage of the "waste" by products of one businesses operations that can be used as a raw material for another business. For example, by locating a high tech manufacturing operation over one of the poluted aquifers in east/central Phoenix, this company would need to clean the water to use in their manufacturing process. After the company has used it as many times as it practical, it can be sent to a solar concentration array that can use it in the electrical production creating steam in the process. This steam can be collected and piped underground (cooling as it moves) to a commercial laundry operation that can use the pre-heated water in their operations without needing to use additional energy to heat the water. If they are using biologically inert detergents, the water may be able to be sent below ground to recharge the aquifer it was originally drafted from.
