The last General Plan contained a scatter plot of commuter residences. I think that if one were to draw a circle with the downtown business area as its center and a radius of 8 or10 miles, one will have described the area which should have the most dense public transit coverage. If we want people to live closer to their jobs, then the benefits of doing so must be in place before they consider it. The easier it is to commute from distant points, the less attractive living closer to work becomes. If we promote light rail to distant points for the sake of redevelopment there, then we dilute part of the existing light rail's purpose.
