Make better use of the existing mass transit system by coordinating routes and scheduling
Why not coordinate existing routes and scheduling within the City of Phoenix, starting with, say, the 524 surface road passenger carrying vehicles in our proprietary fleet? They each only carry an average 200 passengers a day - surely that number can be ramped up with better coordination, scheduling, routing alone? That would not cost a bundle and would be entirely within the control of City of Phoenix.
