Phoenix, being a desert city, is unique among almost every other U.S. city. We should have a code of development that reflects Phoenix's specific environmental reality, but looking at existing development, it currently must not. Standing in a sea of unshaded black asphalt may not be a problem in, say, a Minnesota winter, but it creates a huge quality of life issue during a 110 degree day here. Phoenix should identify a broader framework for what works in the desert, and encourage or require it, and also identify what does not work in the desert, and discourage or prohibit it. At its core, the basic question would be, "Does [....] make sense in the desert?" For example: "Does [an enormous unshaded asphalt parking lot] make sense in the desert?" If the answer is yes, permit that type of development. If not, come up with other requirements better suited to desert living.
