Where business isn't working downtown along Central to Camelback.. DEBUG the why: is it parking? is it signage? Would additional businesses or parking fix a disfunctional and non profitable business area? Would redoing criss cross road set up? Would fixing a block of old buildings connect a whole part of Downtown? It's the Primers/connectors/Entrances that spell success or failure. Admit it: it could very well be the thing choking Phoenix is that accessability/signage etc is poor set up.
