During the evening and night there are plenty of potential free parking spaces downtown, but most of the time they can't be used because the meters are "hooded" so the spaces cannot be used forcing us to use expensive lots and structures. So my idea is that the city be more efficient and pro-active in removing these hoods from parking meters when they are no longer justified.
