Acres of black asphalt parking lots surround churches, retail centers, office buildings, apartment complexes. In the aggregate [13 square miles of it] it creates a 'black hole' of heat that is literally repulsive and multiplies the energy expenditure of the built environment to cool itself. Night time low temperatures have increased vy ober 11 degrees farenheit during the ascendance of the car and minimum required parking spaces on inexpensive land. Create an ordinance giving these parking lot property owners a set deadline - say 1 year - for resurfacing to a color that retains less heat. After the deadline, crank up the cost to keep these black surfaces.
