In downtown Portland, Oregon, you will find a huge city block that is an empty lot or perhaps a parking lot at various times. That city has issued temporary permits for food catering (entrepreneurial gormands!) to circle their grub wagons around the block facing the street creating a mobile and ever-changing food court. In a single walk around the one block you can see food offerings from literally every continent and culture imaginable. It has become highly successful for the downtown lunch crowd and does not infringe upon established resturants because folks are buying food to go sit in a park, not requiring table service, etc.
