Imagine for a moment that the LITE RAIL has AMAZING Flowers and Vines All Up and down Central Avenue... instead of barely alive unweeded vines. This could be the Signature of the City because of it's placement. This would indeed cause the POP of excitement that now is just ... eh, ok.
