How about theming part of Downtown with aspects of all Arizona: Rocks, Western buildings, Flagstaff, Tuscon, and Lake Havasu. Give visitors here a no holds bared taste of Arizona here in Downtown Phoenix. Put the Artisans to work. Could even do a visitors center with an AMPED up Exciting "Walk of Arizona" "Walk of Phoenix" to people can see what's here.. maybe a few rooms with mini movies!
