The City of Phoenix owns or controls over 700 lots in the I-loop (I-10/I-17), most of which are vacant land and near the airport. With development under flight paths restricted and limited, planting trees on the lots as an interim measure can bring many benefits:

* provide shade of ground and surrounding paved surfaces, reducing heat island effect
* filter smog and air polution from vehicles
* beautify area with greenery
* provide opportunity for trees to grow to full maturity and relocated at streetscape projects around area when ready
