Phoenix should help sponsor or support with bike groups and organizations a Midnight Madness Bike Ride annual special event. I've been on a few of these. Families even participate. Events like this would help raise support and funding for bike lanes and bike commute initiatives.

Phoenix, if you can organize and support something like the Phoenix Summit Challenge then at least support a major community bike event.
