Phoenix School districts - do we really need 35 of them?

There are 35 public school districts that claim some part of the City of Phoenix in their boundaries.

That's 35 administrative staffs, 35 different curricula, etc.

They operate 325 schools. Then there are the 200+ private and charter schools inside Phoenix's boundaries.

Does this really serve Phoenix students and families well?
