Prevent Owners of Historic Buildings from Dismantling Them

Pass an ordinance to prevent owners of Historic properties/buildings from dismantling them on a whim. If Phoenix is serious about Historic Preservation, this would be an appropriate law. There is a building on Central Ave that is historic, where the owner removed the beautiful statuettes just because he wanted to, apparently, this past summer. It's a loss for the City of Phoenix, as far as I am concerned. See photo.
