Allow street facing businesses to build shade, e.g. AWNINGS, or COLONNADES, in the Right-of-Way using Temporary Revocable Easements. These shade structures will make Phoenix more WALKABLE, therefore, such business can be allowed a parking ratio reduction to build the shade structures.
