Create protected bike lanes (often called 'cycle tracks') in downtown Phoenix. The lane/track is like a regular bike lane except with that cyclists are protected from vehicular traffic by a curb. The best location for these would be between 5th Avenue and 5th Street, but as close to Central Avenue as possible, in order to best serve Light Rail. An ultra-wide street like 2nd Street could accommodate both a north- and a south-bound lane. The lanes could run between, say, McDowell Road and Jefferson Street. This growing cultural/event corridor demands multi-modal accommodation, and north-south connections. If we want people to visit downtown Phoenix by bike and by foot, we need to provide accessible, safe ways for them to do so.
