Rather than fostering a sense of dependency, how about teaching and encouraging methods of self sufficiency. There are many options including, but not limited to, aquaponics, rabbit raising, quail, chickens, gardening etc. They can be done in limited space with limited resources and in ways that do not affect neighbors in any meaningful way.

We can encourage people to learn ways to help themselves and maybe even help others and build esteem rather than dependency.
