Urban Farming on Vacant Lot Incentives in Pheonix

My idea is to encourage urban farming on vacant lots. Lots can have a variety of owners; private, businesses or the city. We can start a reward system for those businesses and private owners that encourage gardening on their lots or allow the locals to ‘take over’ until they are ready to build. Maybe there could be less of a tax on the land. Or maybe, when they choose to start building, the places that they buy material (such as lumbar, brick, etc.) would give them a discount if they could prove that the community was using the land while it was vacant. We could encourage people to use that land while it is sitting around. It would encourage community through gardening, promote education and help break down the heat island effect all while keeping produce local. It would give people a source of food or supply an education tool for after school programs. By creating a reward system it would allow the landowners to have some sort of profit while the community used their land.
