Establish the Arizona High Speed Rail Authority to initiate study and feasibility of Phoenix as the Southwest United States High Speed Rail Hub. Major western connection to Los Angeles through coordination with the California High Speed Rail Authority. Hub cities to service in cooperation with adjacent counties and states would be, Las Vegas, Tucson, Flagstaff, Salt Lake City, Denver and Albuquerque with expansion as profitability allows. Plans would include mandate for all power required to be from renewable sources with solar being the primary source via Gila Bend and adjacent solar farms servicing rail and local communities. Target for City of Phoenix should include tax revenue realized by use of trains and connecting lines from neighboring states. Most high speed rail systems around the world are cash flow positive after initial investment and primary years of run time.
