From 7th Street to I-17 are numerous vacant Buildings. I believe if this were filled up It would have a resounding effect on neighboring streets and businesses. It's also so centrally located that everyone criss crosses this area and it imprints that the city center is not healthy financially. Why Camelback? Because so much is already there and happenning, that more and more could occur as a result of this.
