Obviously a result of getting all of its land for free, and being given more of it than they plan to need, ASU has been underutilizing downtown land for every structure it's created so far (except for Taylor Place).

ASU will soon build its Law School on top of the green parking lot [hopefully].

~Require that all Law School infrastructure be *at least* 10+ stories, which may mean they don't use all of the land, which is perfectly fine.
~Also require also that they build a quality groundfloor experience for pedestrians.
