We should formalize and incentivize the Arts District endeavors along Roosevelt St by making art sales there tax-free.

This will also encourage downtown galleries to start clustering more closely together, which is necessary for districts like this to become more accessible to new visitors and grow.

Rhode Island already does this very well:
