How is it that it's too expensive to dig a basement and not too expensive to dig a pool?

Regarding revitalization on single family properties that are too small for McMansions: we could get more floor space by modifying the window requirements on the street side, possibly by incorporating the wall-through solar lights (sorry , Ive forgotten their name).
