In the Library, Post Offices, Malls, Any willing Gas Stations.. have a monitor with WANTED known Criminals. The problem is that Criminals are caught on poor/or no cameras.. then, the public is SPARSELY engaged.. This will REBALANCE the equation and put Justice into Action by making the SATURATION match the scope/size of Maricopa's H U G E size. People want to help but we have to plug them in!
