The "capacity" of a street dictates a lot of Phoenix City Hall's design and policy actions. But currently when they calculate how much "capacity" a street has, all they consider are cars! We need to change our capacity formulas to include pedestrians, cyclists, and transit riders. This gives the REAL capacity of a street and will help give us the proper tools to create smarter, more complete streets. Portland has already started working towards making this change. Let's do this in Phoenix, too.
