Reviewed Ideas
Forwarded to PlanPHX Leadership Committee and appropriate city department

Let's streamline efforts to swiftly create new corridors of vibrant economic activity and lifestyle amenities in our city. This means revisiting our models of targeted development and then taking down procedural barriers that negatively impact the implementation of those models.

1) Immediately create revised economic studies of existing light rail corridors, along with comparative studies of other transportation networks in and around Phoenix. This means looking holistically at automotive, bicycle, mass transit, and pedestrian transportation.

2) Revisit notes from the city's Development Process Ad Hoc Task Force, and expand on the discussion to include a public contribution process more in line with this mindmixer format to find greater depth in the ideas discussed. http://phoenix.gov/pdd/boards/adhoc.html

3) Adopt a more form-based code (http://www.formbasedcodes.org) that enables greater use of overlays such as this: http://www.myplanphx.com/shaping-phoenix-s-future/create-flexible-zoning-overlays

If we commit the energy and resources to complete these studies over the next twelve months, there is no reason that we can't start instituting the plans in early 2014 -- perhaps even making incremental progress on policy in the mean time. Once instituted, we should focus almost exclusively on the streamlined execution of smart planning ideas and helping residents/businesses actively pursue those strategies with fewer road blocks in the way.
