The Phoenix General Plan should have a comprehensive, integrated energy conservation element, addressing City capital projects, private sector development, and regional and State programming. The consequences, in terms of the demand for energy and impacts on our environment, should be known, quantifiable, and accounted for. This is a real opportunity for Phoenix to exercise leadership in the valley - effective leadership is the missing, and essential element, in transformating to a sustainable growth model.
