Invest and build public transportation systems along the areas that are actually traveled by Valley residents (North-South Line that runs from Chandler to North Scottsdale, etc.). Additionally, the system should either be below or above the ground so that there is a time and convenience benefit, to include the other, harder to quantify benefits.
