Phoenix is blessed with urban parks throughout the city. Those parks invariably have good-sized strips of land, often around the periphery, which support only the growth of grass. What if we use that soil instead to plant "mini orchards", vineyards, and/or vegetable plots? Orchards in particular would be fairly easy to maintain and could provide a good source of fruit both for the surrounding neighborhood and to local food banks. Gardens and orchards could also provide participatory & educational opportunities for those in the neighborhoods who volunteer to maintain them. Why restrict our existing soil and water to just shade trees and grass when more beneficial options could also be included?
