When I see TEMPE's LAKE and Phoenix's Drainage Ditch aka the RioSALADO ... I think... short of making a lake for Phoenix.. perhaps massive wildflowers directly at the waterlevel of the Rio Salado would be a great attractor and perhaps a unique downtown signature.
