A central elevated Walkway from Arizona Center to the Convention Center to Hotels would MIMICK the "Safe Harbor" walkway system that exists in Los Vegas. Nobody has to play Dodge the Car's in vegas.. other cities close streets and build restaurants in alleys with outdoor seating. Nobody wants to Dodge the Car's.. Look at Pizza Bianco.. it's a no car place. We just need to add that.
