Eliminate Parking Meters out side of the down town area

Forwarded to PlanPHX Leadership Committee and appropriate city department

The city has installed parking meters blocks from the down town area on streets with no business or homes. They are never or hardly ever used because they are too far from the business area of down town to enable one to pay the parking walk four blocks to, say, city hall, and then walk back in the time given. They make the city very unfriendly to it's citizens. Additionally, parking meters should be suspended during City Sub Committee and Council meetings so citizens can attend these without worrying about being fined for staying longer then the meter time allowed. Again, these meters discourage citizen participation in City Government.
