Temper zoning laws because these are actually unconstitutional. Some control is necessary but re-zoning has become a big business in Phoenix to the benefit of everyone except the tax payer. General guide lines like what is purported here are fine but telling someone who owns property what he or she can and cannot do with it is beyond the scope of government and violates the fundamental rights as outlined in our Declaration of Independence: "...the right to life, liberty and the pursuit of happiness..." The latter item was originally "property" but was changed due to the then existing laws concerning slavery. Happiness means Property and is a fundamental freedom granted by our creator. Government must protect these rights and have not authority to infringe on them in any way except if it is detrimental to someone else.
